Sanjay Dube

Executive Director

Sanjay Dube is the Executive Director of IIECPL, bringing over 35 years of experience in energy efficiency, renewable energy, air pollution, electric mobility & climate change sectors. With a strong background in planning and implementing large-scale national and regional grant programs, he has worked extensively with international organizations such as USAID, ADB, World Bank, UNIDO, UNEP, UNDP, GIZ, and DFID. Mr. Dube played a key role in formation of national level policies and programs for energy efficiency in industrial, buildings, municipal and home appliance sectors in India and international. Throughout his career, Sanjay Dube has held key leadership positions in organizations focused on clean energy and sustainability. As the Chief of Party for the USAID-funded Partnership to Advance Clean Energy – Deployment (PACE-D) Technical Assistance Project in India, he led initiatives to promote energy efficiency, renewable energy adoption, and clean energy financing. Previously, he served as Vice President at Emergent Ventures India Pvt. Ltd., Senior Program Manager at ICF International, and Senior Project Manager at IIEC, where he provided technical and strategic expertise on sustainable energy solutions. Sanjay Dube holds a M.Tech. in Soil & Water Conservation Engineering from GB Pant University of Agriculture and Technology, Pantnagar, India. He completed a specialized course on ‘Energy Planning and Environment’ from the University of Oslo, Norway.

Umeshwar Shrivastav

Director

Umeshwar Shrivastav is the Director of IIECPL, with over 35 years of expertise in telecommunications, energy, and environmental sustainability. He provides strategic guidance for business operations in India and South Asia, by leveraging his extensive expertise in international partnerships, technology investments, and large-scale project development. His leadership continues to shape innovative solutions in clean energy, telecommunications, and sustainable development. Mr. Shrivastav played a pivotal role as Director at IEPC Ltd., where he was instrumental in introducing network management, fiber optics, and payphone technology to the Indian market. His contributions to the telecommunications industry extended beyond national borders, having served as Country Representative for Australian Telecom (Telekom Australia) and German Telecom (Deutsche Telekom). In these roles, he facilitated strategic collaborations and played a key role in formulating government-to-government MoUs between India and Australia, as well as India and Germany. His expertise in digital communications spans cellular networks, international bid management, and large-scale investments. He also serves as an advisor to multiple organizations, including GIZ, NHPC, and IITs, offering strategic insights into clean energy and infrastructure development.

Sonia Shukla

Associate Executive Director

Sonia Shukla serves as the Associate Executive Director at IIECPL, leading projects focused on energy efficiency and renewable energy in buildings. She is a management consultant with multi-sectoral experience in renewable energy, energy efficiency, and sustainable development. She has also worked with several multi-lateral and donor organizations such as The World Bank, ADB, IFC GIZ, USAID, and other foundations.
She has previously worked on development and implementation of innovative financial strategies for promotion of rooftop solar and energy efficiency projects. She worked with the state utilities of Maharashtra, Tamil Nadu, and Andhra Pradesh in conducting baseline audits under the RAPDRP program for Power Finance Corporation. She completed her MBA in Financial Management from NMIMS-SCE and her master’s in environmental studies from the TERI School of Advanced Studies and cleared level 3 of CFA program.

Amar Yadav

Sr. Admin Officer

Mr. Amar Nath Yadav is the Senior Admin Officer at IIECPL. He has over 25 years of experience in administration and financial management across diverse sectors. His expertise encompasses strategic planning, accounts management, administration, contracts management, and interpersonal communication. Over the years, he has worked with both private sector and not-for-profit organizations, playing a crucial role in programs funded by international agencies such as USAID, the World Bank, DFID. Mr. Yadav holds a bachelor’s degree in arts from the University of Delhi and MBA with specializations in Marketing, Finance, and Human Resources. Additionally, he has undergone training in Computer Information and Management.

Abhishek Dhupar

Associate Consultant

Abhishek Dhupar is working as an Associate Consultant at IIECPL. He is a senior energy efficiency expert with experience of working on industry, buildings, agriculture and municipal sector energy efficiency programs, leading deployment of clean energy technologies such as motors, room air conditioners, agricultural solar pumps. Abhishek also worked on Electric Mobility projects. Prior to joining IIECPL, Abhishek worked with International Copper Association (ICA) and developed the Go-to-market strategy for SME customers with ESCOs based on demand aggregation and Utility based DSM models. He played a key role in forming an alliance to promote solar-powered micro- irrigation. He also conceptualized and piloted an assessment and certification system to implement global level industry best practices for the service industry. He holds a bachelor’s degree in electrical engineering from Fr. Agnels College of Engineering, Mumbai, and MBA from BIMM, Pune. He has also completed a postgraduate program in Energy Management & Climate Action from Thapar Institute & CII, Chandigarh.

Anant Joshi

Associate Consultant

Anant Joshi works as an Associate Consultant at IIECPL. He is an expert professional with over 13 years of experience working in the energy efficiency & environment sectors. His work spans among multiple disciplines, including clean air, energy efficiency, climate change mitigation, clean energy access related programs funded by international agencies like World Bank, UNEP, and SDC. He was previously associated with The Energy and Resources Institute (TERI). His key assignments included working on cross cutting development projects on addressing issues related to climate change mitigation, community development, technology demonstration, low energy cooling techniques, green building rating and design, development of tools and standards for energy efficiency measures, energy audits with project experience spanning several countries. He is a certified Energy Manager by the Bureau of Energy Efficiency (BEE). Mr. Joshi holds a Master of Technology in Energy Engineering from Malaviya National Institute of Technology (MNIT), Jaipur. He completed his Bachelor of Technology in Mechanical Engineering from Rajasthan Technical University, Kota.

Somsuklo Biwas

Project Manager

Somsuklo Biswas works as a Project Manager at IIECPL. He is involve in projects related to driving clean energy initiatives and several regulatory projects. He has worked closely with government and private sector utilities, as well as regulatory bodies. Over the years, he has contributed to various key projects, including formulating business cases for grid-integrated renewable energy, designing incentive mechanisms for solar irrigation pumps, and developing strategies to increase electric vehicle adoption in hilly regions. Earlier he worked at ABPS Infrastructure Advisory Pvt. Ltd. as a Senior Analyst where he contributed to tariff petitions, solar net metering policies, and EV charging regulations. He also worked as a Central Quality Engineer at Motherson Sumi Systems, managing automotive cable quality. Mr. Biswas pursued MBA in Power Management from the University of Petroleum and Energy Studies, Dehradun.

Satya Tripathi

Research Associate

Satya Tripathi is working as a Research Associate with IIECPL on climate change, sustainable development, clean air related projects providing backend research support to the project team. She is engaged in developing marketing material and outreach communication strategies for IIECPL. She completed her internship at Bureau of Energy Efficiency (BEE) where she engaged in building energy efficiency projects related to energy performance of green buildings and conducted research on various low carbon emissions building materials. She has worked with UNDP to develop multi-sectoral action for air pollution mitigation in Gurgaon and Amritsar where she assessed the existing coordination mechanisms at the national and sub-national levels, engaged with stakeholders across various sectors including government and private. Satya holds a master’s degree in Environment Management and Sustainable Development from University of Delhi.

Deepu Malik

Analytics Expert

Deepu Malik is an Analytics Expert at IIECPL. He has over 15 years of expertise in building and scaling analytics capabilities, driving business transformation. He is an expert in data analytics strategy, data governance, AI, machine learning implementation, and operational optimization.
Before joining IIECPL, he worked as an analytics specialist at McKinsey & Company and served as a transformation leader at BluSlash Consulting. His achievements include unlocking $1.2 million in logistics savings, increasing productivity by 27%, and reducing production costs by 20% through process optimization. Additionally, he has developed real-time quality monitoring dashboards, improving defect detection rates by 40%.

Felix Gooneratne

Advisor

Felix Gooneratne is an Advisor for IIECPL. He has more than 40 years of expertise in energy efficiency, demand-side management (DSM) and clean energy programs. He has played a pivotal role in advancing global energy initiatives. He has worked extensively with international organizations, developing and successfully implementing large-scale energy programs that drive sustainability and efficiency. Felix has served as Asia Director in International Institute for Energy Conservation (IIEC). Felix held senior positions at PA Consulting Group, UNDP, Bechtel International, and the Australian Department of Energy. He has extensive project management experience with leading international agencies, including the World Bank, Asian Development Bank, United Nations Development Program (UNDP), USAID, AusAID, and the European Commission. Felix holds a Chemical Engineering degree from the University of Wales, Cardiff, United Kingdom. As a Chartered Chemical Engineer and a Fellow of the Australian Institute of Energy, his academic background has provided a strong foundation for his contributions to the energy sector.

B. Sengupta

Advisor

B. Sengupta is an Advisor for IIECPL, offering his extensive expertise to advance sustainable and innovative environmental solutions. With 45 years of experience in air and water quality management, industrial pollution control, clean technology, and climate change, he has played a key role in shaping strong environmental policies and regulatory frameworks. His contributions span pollution prevention, waste minimization, hazardous and solid waste management, and the development of emission and effluent standards for various industries. Mr. Sengupta is a former Member Secretary of the Central Pollution Control Board (CPCB) under the Ministry of Environment, Forests & Climate Change (MoEFCC), Government of India. He was instrumental in formulating emission and effluent standards for approximately 70 industrial categories, ensuring a balance between pollution control, technological feasibility, and economic viability. Additionally, he contributed to the establishment of Ambient Air Quality Standards and Water Quality Objectives based on health impact studies and risk assessments. He has also worked at the University of Florida, Gainesville, USA, focusing on air quality management and control.

Bibek Bandopadhyay

Advisor

Bibek Bandyopadhyay is an Advisor for IIECPL, providing his expertise in clean energy policies, management, and technology. With over three decades of experience in renewable energy, he has also played a crucial role in advancing India’s solar energy landscape as both a researcher and policymaker. His valuable contributions span solar energy research, policy formulation, and the development of hydrogen and fuel cell programs, making him a key figure in India’s transition to sustainable energy solutions. As a Senior Adviser at the Ministry of New and Renewable Energy (MNRE) and Director of the Solar Energy Centre (now the National Institute of Solar Energy), he played a pivotal role in formulating and implementing the National Solar Mission. His work also extended to advancing hydrogen energy and fuel cell technologies, contributing to India’s long-term clean energy strategy. Mr. Bandyopadhyay holds a master’s degree in Physics from Visva Bharati University, Santiniketan, and a Ph.D. in Fine Particle Magnetism from the University of Delhi.

Arvind Kumar Asthana

Advisor

Arvind Kumar Asthana is an Advisor for IIECPL, contributing his sound extensive expertise in energy efficiency, industrial decarbonization, and sustainable resource management. With a professional career spanning 48 years, he has played a crucial role in energy benchmarking, energy auditing, and policy development for various major energy-intensive industries. His work has been instrumental in shaping national and international strategies for energy conservation and efficiency across sectors such as power, cement, steel, fertilizer, and textiles. Previously, Mr. Asthana worked with GIZ under the Indo-German Energy Efficiency Programme and played a key role in executing the Perform, Achieve, and Trade (PAT) scheme, achieving significant CO₂ reductions in India’s industrial sector. As the former Head of the Energy Management Division at the National Productivity Council, he led a team of consultants in executing large-scale energy audits and capacity-building programs. Over his career, he has conducted more than 500 energy audit studies and 700 training programs in India and abroad. Asthana holds a B.Tech. in Chemical Engineering and a Postgraduate degree in Energy Management.
